Internally Displaced Persons in Liaoning Province

 

Overview

 

Since July 20, 1999, Falun Gong practitioners of Liaoning Province have been tortured and persecuted because of their belief. The local police arrested, detained, and beaten practitioners at will. Many practitioners were sent to labor camps or detention centers and tortured more in there. They were handcuffed, beaten, force-fed, and shocked with electric batons when detained. To avoid being tortured further, practitioners had to leave their homes and family members and become homeless. The following are some cases:

 

1.1       Zhou Yanchun Forced to Leave Home

 

Victim:

Zhou Yanchun, female, born on April 12, 1968, a former employee of No. 104 Workshop of the Shenyang City Antibiotic Factory, Shenyang City, Liaoning Province. Home address: Construction Engineering Committee, Haiwang Street, Xinchengzi District, Shenyang City, Liaoning Province. ID number: 210113680412642

A Brief Report of the Incident:

 

On September 18, 1999, Zhou Yanchun went to Beijing to appeal to the government to stop persecuting Falun Gong. On September 21, 1999, Ms. Zhou was arrested and escorted back to the Hushitai Town Police Station, Xinchengzi District and detained for five days. Ms. Zhou was charged 480 Yuan RMB there and was fired by her work unit. Then Ms. Zhou was sent to the Danan Temporary Shelter in Shenyang City and was fined 600 Yuan RMB. After released, on October 14, 1999, Ms. Zhou went to Beijing to appeal again and was sent to a detention center. Then two policemen of the Xinchengzi Police Station sent Ms. Zhou to the Masanjia Labor Camp. Because Ms. Zhou refused t o give up Falun Gong, Ms. Zhou was beaten and shocked with electric baton, left to stay in cold weather, and force-fed at the Masanjia Labor Camp. Ms. Zhou’s family members were also threatened by the local authorities and police. Ms. Zhou was detained for one year. Even after Ms. Zhou was released, Ms. Zhou was still under the supervision of the local police. Her telephone was wiretapped. On January 24, 2001, two policemen from the Masanjia Labor Camp went to the home that Ms. Zhou and her child shared with her parents, and announced that they had come to arrest her again. Ms. Zhou fled from her home before they could arrest her because she dreaded being tortured again at the labor camp. Ms. Zhou’s parents and child all left home to avoid further persecution of the family.

1.2       Xia Shuhua Forced Leave Home

A Brief Report of the Incident:

 

Since July 1999, Xia Shuhua has been arrested and tortured many times because of practicing Falun Gong. Once Ms. Xia was detained at the Ziqiang Women Rehabilitation Center, Shenyang City. In August 2000, police took Ms. Xia from home, telling her to ask a few questions. But they sent her to the Shenyang City No.5 Detention Center. Ms. Xia was not released after she had served her terms. Ms. Xia was only released after she had been on a hunger strike for six days to protest the prolonged detention. In October 2000, police went to her house again, attempting to take her away with the same excuse. With the help of her husband and her daughters, Ms. Xia managed to escape. Ms. Xia has not been able to go home since then and is now wandering about.

A Brief Report of the Incident:

 

On July 22, 1999, Falun Gong practitioner Xu Zhihai went to Beijing to appeal to the government to stop persecuting Falun Gong. On July 27, 1999, the heads of his work unit were required to escort Mr. Xu back. In the following month, they repeatedly forced Mr. Xu to renounce Falun Gong and threatened to fire him and put him in prison. On September 13, 1999, Mr. Xu, his wife Li Jing, and their seven-month-old son went to Beijing to appeal to the government again. Then they were arrested and escorted back to Shenyang City, and Mr. Xu was detained for fifteen days in a detention center in Shenyang City. When Mr. Xu was released, he was fired from his work unit. Ms. Li was fined 200 Yuan RMB and confined in a small dorm in the Taoxian Airport, Shenyang City for fifteen days. Three of her workmates supervised the mother and son 24 hours a day. Afterwards, Ms. Li was forced to write a statement saying she would quit her job and the Communist Party. On February 22, 2000, Mr. Xu had an interview with a reporter of the Xinhua Press and the report was published in People’s Daily on February 23, 2000. But the report stated things he did not say. On February 25, 2000, reporters of the Liaoning Province TV Station had an interview with Mr. Xu’s family and it was aired on February 27, 2000. But what was shown was again edited to distort what Mr. Xu’s family actually said. On November 19, 2000, two policemen from the Chang’an Police Station went to Mr. Xu’s home to arrest him. But at that time only Ms. Li and the baby were at home. Mr. Xu and his wife realized they could be arrested and detained at any time if they did not renounce Falun Gong. To avoid being harassed again, the whole family left home and started a life of homeless wandering. After they left home, policemen from the Dadong District Police Station, Chang’an Police Station, Chang’an Administrative Office, and Dadong District Politics and Law Committee went to Mr. Xu’s mother’s home several times to force her to turn in Mr. Xu’s family. They threatened Mr. Xu’s mother that if they arrested Mr. Xu, they would send him to labor camp for 3 years.

1.4       Zhang Yanyu Leaves Home to Avoid More Persecution

A Brief Report of the Incident:

 

In the year of 2001, Zhang Yanyu was detained for her belief in Falun Dafa. People from the 621 Office of the Political and Judicial Committee, and the Public Safety and Management Committee in Tiexi District, confiscated Ms. Zhang car and fined her heavily because Ms. Zhang practiced Falun Gong. Now Ms. Zhang had to leave home to avoid more persecution.

1.5       Dai Liguo Expressed Determination to Practice Falun Gong, and Became Homeless

A Brief Report of the Incident:

 

In the year of 2000, Dai Liguo was detained at the Masanjia Labor Camp because he practiced Falun Gong. In the labor camp, the authorities tortured Mr. Dai. After Mr. Dai was released in January 2001, remembering the torture he endured at the Masanjia Labor Camp, Mr. Dai knew he could no longer stay at his home. Mr. Dai left home and for months he was homeless. Now his whereabouts are unknown.

1.6       More Practitioners Forced to Leave Home Due to Local Authorities’ Persecution of Falun Gong in Haicheng City, Liaoning Province

Since July 1999, the police of the Haicheng City Police Station have arrested many Falun Gong practitioners from their homes. Since November 2000, to avoid being arrested, Hu Dawei has stayed away from his home. Zhao Fengkun and Cui Xiujun were also displaced from their homes.

1.7       Suffering All Kinds of Torture and Threats For Practicing Falun Gong, Li Ruigang Fled His Hometown

A Brief Report of the Incident:

 

In July 1999, Li Ruigang went to Anshan City Hall to appeal to the government to stop persecuting Falun Gong. Mr. Li was interrogated in the Shengousi Police Station of 11th District. On October 13, 1999, Mr. Li went to the Appeal Office in Beijing but nobody would take his appeal. On December 6, 1999, Mr. Li was arrested by police from the Lishan Police Station and was detained at the Yuegezhuang Police Station in Beijing. He was tortured and interrogated by Li Jun, a police officer from Shenbei Police Station in Anshan City and other policemen. On December 7, 1999, after Mr. Li was escorted back to Anshan City, he was interrogated by Director Ren from Politics and Security Section, and police from the Railway Police Station of the Anshan Steel Company. On December 8, 1999, Mr. Li was detained at the Anshan No.3 Detention Center for 14 days because he refused to give up Falun Gong. During his detention, Mr. Li was locked up, starved and drugged. On December 21, 1999, Mr. Li was transferred to the Anshan No.2 Detention Center. Police humiliated him and forced him to crawl through a narrow hole “for the dog”. On March 31, 2000, Mr. Li was sent to the Anshan Labor Camp. Shortly after Mr. Li was release from the labor camp, he left home to avoid more persecution.

1.8       Senior Students Forced to Abandon Studies

A Brief Report of the Incident:

 

In early 2001, Falun Gong practitioner Dai Jiujiang in the Shenyang Aviation Industry Institute was forced to attend an anti-Falun Gong brainwashing class where he was tortured and beaten. To avoid the same persecution happening again, senior students Jing Zhiqiang and Zhang Yusheng were forced to leave school without completing their studies. Their whereabouts are unknown.

1.9       Qi Mingli could not Go Home After Escaping From Labor Camp

A Brief Report of the Incident:

 

At 11:30pm on January 26, 2001, Qi Mingli was arrested by a policeman from the Tiexi District of Siping City while putting up posters clarifying the truth of Falun Gong. At the time, the policeman instructed several people standing at the entrance of the Lihao Hotel to beat Mr. Qi up. Then they handcuffed Mr. Qi and escorted him to the Siping Police Station, where the policeman took him to his office and beat him again. There was another policeman present. The first policeman struck on Mr. Qi’s head with Qi’s leather belt. As a result, Mr. Qi’s right eye was seriously wounded. Then the policeman sent Mr. Qi to the Siping Yingxiong Police Station, where two other policemen took him over. When the two policemen saw Mr. Qi’s eye, they sent him to the Eye Treatment Section of the Siping Central Hospital. Even though the wound was severe, the doctor on duty simply wrapped it with bandages.

 

Back at the Siping Yingxiong Police Station, they attached Mr. Qi to an iron bed with two handcuffs while a policeman flung verbal abuse at him. Mr. Qi was not given any food at the police station. Around one o’clock on the afternoon of January27, 2001, Mr. Qi was forced to sign an arrest warrant simply because he practiced Falun Gong. Mr. Qi was then detained at the Siping Detention Center. The police and inmates there witnessed that his right eye was badly injured.

 

On January 28, 2001, the Siping Yingxiong Police Station phoned Mr. Qi’s family and asked them to bring him some food. Actually, Mr. Qi was not at the police station at that time, but at the Detention Center. They concealed the fact that his eye was injured. Instead, they threatened Mr. Qi’s family members by making up a story that he wounded a policeman. Mr. Qi’s family members were not allowed to see him.

 

On January 29, 2001, two policemen from the Siping Yingxiong Police Station brought Mr. Qi back to the Eye Treatment Section of the Siping Central Hospital for re-examination. The policeman took away the relevant receipts, but the receipt stub should still be on file at the Siping Central Hospital.

 

At the Siping Detention Center, Mr. Qi was tortured both spiritually and physically. Mr. Qi was impelled to have his hair shaved, and was beaten and cursed by the other inmates. Mr. Qi was forced to clean washrooms in the cell. Later, Mr. Qi was shifted to Cell No. 8, where he was again beaten and tortured by the inmates. They stripped Mr. Qi all his clothes and poured cold water on his body. Mr. Qi was detained there for about 40 days during which time he was interrogated with no legal procedures. Mr. Qi was forced to watch a “the Tiananmen Square Self-Immolation Event” video (An Anti-Falun Gong Video). A section chief Chen forced Mr. Qi to renounce Falun Gong.

 

On March 7, 2001, Mr. Qi was sentenced for one-year of forced labor in the Siping Labor Camp. As soon as Mr. Qi arrived there, he was met with threatening verbal abuse from the Team Director Chen Songling. Chen tried to force Mr. Qi to write a statement to give up Falun Gong. When Mr. Qi refused to do so, the Brigade Director Yu Bin told him that refusal to break with Falun Gong meant endless detention. Another policeman Zhang Xiaosen began to torture him. Zhang hit Mr. Qi’s head. He pummeled Mr. Qi’s chest with his legs and knees.

 

Zhang Xiaosen added three more months to Mr. Qi’s detention term when he saw that Mr. Qi refuse to give up Falun Gong Mr. Qi didn’t accept it and reported it to the head of the labor camp. When Zhang Xiaosen found out, he shouted abuse at Mr. Qi, and then added another three months to Mr. Qi’s detention term. In addition, he even threatened that he would detain Mr. Qi forever.

 

On June 9, 2001, Mr. Qi escaped from the labor camp. But Mr. Qi didn’t go home. In order to avoid repeated jail terms and torture, Mr. Qi became homeless.

1.10  A Female Falun Gong Practitioner could not Go Back Home

3.      A female head secretary of the Danan Dismiss Center, Shenyang City, Liaoning Province

 

A Brief Report of the Incident:

 

On September 21, 1999, Li Hui was sent to the Danan Dismiss Center in Shenyang City because the local police suspected that Ms. Li might go to Beijing to appeal to the government to stop the persecution of Falun Gong. In there Ms. Li was detained with some patients of mental illness in a small room. The room has no window and Ms. Li had to sleep on the floor and share one quilt with other two patients. Ms. Li had to pay 20 Yuan RMB for her daily expense in there but the food she got was only some plain cabbage soup or the leftover of police. Ms. Li was detained for 25 days in the center. In addition, she was fined 2,000 Yuan RMB. In December 1999, the police of the Dadong Station arrested Ms. Li when she was at another Falun Gong practitioner’s home. Ms. Li was detained for fifteen days in the Fangjialan Detention Center. Since then, the local police kept harassing Ms. Li and besieging her home. In March 2001, to avoid further arrest and persecution, Ms. Li had to leave her home and became a homeless.
